Use of Kairoseki by non-privateers is one of the things punishable by death according to Privateer Mandates.
Privateers (Vice Admiral & Above) are the only ones who are able to commission the blacksmiths of the Imperial Dynasty to construct things out of the material as it is extremely durable yet if broken crumbles into dust which is only able to be remade back into Kairoseki by Imperial Dynasty scientists.

Pricing

Pricing for both Raw Materials and for crafted items is different and follows two separate systems, however the main thing which needs to be noted with the following system is that these are for base prices only.
The Shinobi World Uses Xel (Origin = Imperial Dynasty, Coinage)
The Pirate World Uses Niikos (Origin = Epsilon Republic, Paper Money)
The Universal Currency is Credit (Origin = Jaseca Bank) & the Conversion from Xel to Niikos is 10:1 (Meaning for every 10 Xel, you have 1 Niiko).

When Buying items, it will be at Base price and above depending on the buyers rank and the sellers trade and rank. As well as other IC components certain things are known to be more expensive than others:
1. Projectile Accelerators have their own prices however if they are ever added to another weapon (such as a Sword P.A hybrid) it makes the resultant weapon 2x the price of the individual components.
Projectile Accelerator Pricing:

2. Dial Based Technology (DialTech) are always 3x more expensive than other things whether in regards to Weapons, Equipment, Armor, or things of that nature. In the rare instances of Dial Based Technology is incorporated into either Projectile Accelerators or Ships it is either 4x or 5x more expensive than other things, both in purchase and resale value.
Dial Pricing:

3. Devil Fruits are the most expensive types of Plant based materia, this is determined by their type though all Devil Fruits are at least VI Grade Raw Materials. Zoan are the cheapest, Paramecia are 2x as expensive as Zoan and Logia are 3x as expensive as Zoan within the same categories.
Depending on their Rarity, Devil Fruits the have a Rank Equivalent:

Depending on the Grade of the Devil Fruit it has a Raw Material Grade Equivalent:

When selling items, they will be the vice versa, base price and below.

For Civilians, namely Merchants, keep in mind that selling products for too high a price, or buying too low will reduce the market demand and ruin your reputation, also be sure to follow rules for your rank in terms of selling to higher ranks and buying from other merchants.

Raw Material Pricing Information

Determining the prices of raw materials consists of the addition of all the following areas.

Composition - What it is considered to be, what it is composed of.
Properties - Special Properties attributed to that Raw Material. Preferably something that makes sense. I.e copper is electrically conductive, a rock is not.
Rank - Total Rank of raw material
Element - Chakra Nature Transformation IF any.
Special Abilities - Special Abilities IF any. Uncommon for base materials.

Composition
This goes by each thing comprising it as a separate cost. The more complex the composition of the item the higher it'll cost. Pirates use a more simple pricing system which revolves around the grade as a lump sum rather than individual types of materials. This is only used within the Pirate World and when trading with the Shinobi world either must form conversions from Xel or Niikos while using the buyers system.
Spoiler:

Properties
This goes by each of it's properties as a separate cost. The more properties the item has the higher it'll cost.
Spoiler:

Rank
This goes by the Final Rank of the Item, the higher the rank the higher it'll cost.
Spoiler:

Element
This goes by what type of Elemental Nature Transformation the item has, the rarer it is the more it'll cost.
Spoiler:

Special Abilities
This is the most diverse depending on the ability the item will have an additional price tacked on however if a disagreeable price is reached it'll be put to a moderation vote to determine the final price.

--------------------------------------------------------------

Item/Consumable Pricing Information

Determining the prices all equipment, items and consumables by civilians consists of the addition of all the following areas.

Raw Materials -  All raw materials used will have their prices halved and added to the weapons price.
Properties - Special Properties attributed to that Item
Rank - Total Rank of item
Element - Chakra Nature Transformation IF any.
Special Abilities - Special Abilities IF any.

Raw Materials
Half the total price of all raw materials.
Spoiler:

Properties
This goes by each of it's properties as a separate cost. The more properties the item has the higher it'll cost. Adding Properties directly to an item will cost more, however rolling a property over from a raw materials will cost less.
Spoiler:

Rank
This goes by the Final Rank of the Item, the higher the rank the higher it'll cost.
Spoiler:

Element
This goes by what type of Elemental Nature Transformation the item has, the rarer it is the more it'll cost. Same with Properties. If it rolls over from the Raw material, its cheaper.
Spoiler:

Special Abilities
This is the most diverse depending on the ability the item will have an additional price tacked on however if a disagreeable price is reached it'll be put to a moderation vote to determine the final price.

Item Creation Key Information

When Creating Items mixing different things will have varying effects and often using specific materials differ greatly depending on if one is creating Weapons, Equipment, Consumables or Poisons. As a result this has been placed here to help assist those who wish to create things the complex way, likewise one would notice that the complex creation of materials results in a more powerful, resistant and or diverse type of item, this was done on purpose so as to encourage the creation of civilians and also because Shinobi primarily specialize in fighting not in Item creation.

Each of the Properties has their different effects all of which will be listed below.

Armor Slots
This is determined by the Blacksmiths Rank as well as the Rank of the Armor. In addition it is also determined by the type of armor. In each armor set there are at least 5 pieces however there can be up to 8 pieces of armor comprising a set. Note Adding Slots to armor increases the weight by small amounts. These are listed below as well as the amount of slots that can be in them.

Armor Set
* Head [Optional in Light Armor Sets]
* Torso
* Left Arm
* Right Arm
* Left Leg
* Right Leg
* Neck [Optional in Light & Medium Armor Sets]
* Waist [Optional in Light & Medium Armor Sets]

Spoiler:

Concerning Weapon &/Or Equipment Durability and Determining it.

Weapons and Items follow a system to determining their durability there are two types of durability.

Weathering of damage in which the highest value is listed and until that item sustains that exact amount or higher in damage it will not be destroyed but can sustain nicks and cracks in it.

Resistance of damage in which the highest value is listed and unless that item sustains damage higher than it's resistance or equal to it with piercing it is completely unharmed.

Dials

Dials are strange, mysterious devices made from the remains of a particular species of shellfish, which has the ability to store energy and materia. This species of shellfish is spread along all Five Oceans living at seafloor levels however an offshoot species lives within the Kakegoe Sea. Due to where they live Dials are very rare to come by and other than those living on Kakegoe Island there are very little if any sighted reports of the actual living shellfish. Regardless they can rarely wash up on shores on various islands after tsunami's or discovered in underwater ruins.

Unfortunately attempts at breeding the shellfish have mostly been unsuccessful due to the specific geographical locations where they exist requiring extremely high pressure to thrive.

Types of Dials
Spoiler:

Dial Sub-types
Dials have sub-types depending on what the shellfish predominately ate while it was alive this determines what type of energy source &/or materia the Dial is able to store within it.

These are classified further into being Common, Uncommon, Rare or Extinct which affects not only their degree of attainability & the price to purchase them. Common is sold frequently on various islands and are the cheapest, Uncommon are less frequent everywhere but the Southern Abyssal or Lost Oceans and more expensive, Rare are not found anywhere but Kakagoe Island &/or the islands in the Southern Abyssal or Lost Oceans. Finally Extinct are not sold anywhere however can be obtained as either as rewards or Rare Loot in the Ancient Ocean & Ancient Ocean Depths and can be sold for very large amounts of Xel due to their rarity since as the shellfish producing them are extinct they are very limited in quantity as any destroyed can not be replaced.

Burst Sub-Types:

Release Sub-Types:

Dial Based Technology
Dials can be incorporated into Technology including Weaponry & Transportation. This is common to Kakegoe Island due to having the most experience with Dials due to rich abundance of the particular shellfish within the sea surrounding said island. In order to incorporate Dial based technology one must be:
1. Pirates (Inventor, Sailor or Tailor. Please see Item Template)
2. Scientist (Must have Blacksmith as 1 profession. Please see Item Template)
3. Kakegoe Island Natives such as Kukinorite, Arashi & Aero Tribe Beasts (Must get confirmation from Aria) however each is restricted somewhat if they do not have one of the above specializations or professions. Furthermore if one is a Kakegoe Island Native they must start on Kakegoe Island and find their way to the main land.
-Kukinorite are restricted to things revolving around chakra skates or if a tuner Sub-Regalia & Regalia.
-Arashi are restricted to Dials revolving around clouds and only making Weaponry based Dial Technology
-Aero Tribe Beasts are restricted to Dials involving wind or air as well as only making Transportation based Dial Technology)

Devil Fruits
While Devil Fruits are known true knowledge of their whereabouts as well as information on how to determine which fruit is which is fairly limited as well as highly restricted to Epsilon Controlled Islands. Furthermore technology which makes use of ones Devil Fruit abilities do not have a set price in order to construct precisely due to the fact that Devil Fruit Abilities vary.

However there are specific Handbooks which contain information on how the appearance of a Devil Fruit can be used to narrow down it's Class and sub-type. These are known as DF Handbooks and come in various sets, and in these Handbooks Devil Fruits are divided up as follows:
Class (e.g Logia)
Group (e.g Tier)
Type (e.g Avian)
With Details including:
Type of Fruit
Pattern Specific to Type
Rarity
Native Geographical Location

Basic Set (Information on 1 Specific DF Type) - 10,000 Niikos & 10 Bounties Claimed (Black Market Price = ~25,000 Niikos)
Advanced Set (Information on 1 Specific DF Group & includes the Types within it) - 50,000 Niikos & 20 Bounties Claimed (BMP = ~75,000 Niikos)
Elite Set (Information on 1 Specific DF Class & includes the various Groups and Types within said Groups within it) - 100,000 Niikos & 40 Bounties Claimed (BMP = ~250,000 Niikos)
Master Set (Information on All 3 DF Classes & includes the various Groups and Types within said Groups within it & spaces designated for DF Names for knowledge to be updated when encountered at sea) - 500,000 Niikos & Warlord Only (BMP = ~1,000,000 Niikos)
