All Pirates are capable of learning their Z-rank upon maxing their Technique Limit at the cost of being unable to rank up further though their bounty can still end up increasing through their actions in the rp.

Pirate Factions
The Pirates originally were known as one faction called the Midnight Buccaneers however due to circumstances which brought morals, ideals and loyalty to the question it scattered changing from all pirates working together into various factions looking out for themselves and their crew.

Spoiler:

Ranking System
Pirates form Crews and set sail on their Pirate Ships which broadcast their Jolly Roger which shows not only the crews symbol but helps identify them as well as others. It is a sign of pride for a Pirate to set sail with a Jolly Roger set high despite the fact that piracy is criminal activity.

Pirates have the most flexible ranking system in comparison to all other classes as their technique slots are all available from the start, rather than them actually having ranks Pirates go on a grade based system (Notoriety) rather than a ranking tree. This means anyone can potentially be the strongest member of a crew, however each grade has a limited amount of slots which are filled through a mixture of first come first serve and merit.

Pirate Notoriety System:

Pirate Crew
The Pirate Crew has 4 Primary positions which must be filled to be a an actual Crew. There are then 5 Secondary positions which are essential but one isn't obligated to fill it simply isn't recommended not to. Finally there are 5 Tertiary positions which are optional yet also recommended out of the remaining optional positions bringing the total number of Pirates in a crew to a solid 14 on a single ship.

Pirate Crews however can be much bigger than just 14 Pirates which is where the Mate system comes into play. Those who are appointed as 1st &/or 2nd Mates will step up to become Vice-Captains of additional ships, Vice-Captains are the leaders of their own ship however answer to the original Captain. They then are capable of naming their own first and second mates which upon the acquisition of more crew members and additional ships can repeat the process all over again.

The size of a Pirate Crew Captains Fleet is able to expand is directly proportional to the size of it's Flagship. This is due to the Flagship being the biggest ship within a Pirate Crew Captain's fleet. When the number of Ships become more than 7 Vice Captains are now called Division Vice-Captains, when the number of Ships become more than 14 they upgrade to being called Division Commanders. A Pirate Crew Fleet can contain a maximum number of 21 Ships lead by the Pirate Crew Captain assisted by 20 Division Commanders. The first Five commanders govern the remaining 15 dividing it up in terms of strength.

Pirate Crew Fleet Hierarchy (Max Size):

Spoiler:

Pirate Crew
Spoiler:

The Privateers
The Privateers are more organized with military ranks there are means of ranking up which is based on a merit system similar to Pirates ones techniques are fully available with the bonuses that come with higher ranks being something that is acquired through actions. This flexibility of course is tempered by the rigid discipline of the Privateers and the belief in the Law above all else. The Law is essentially the doctrine of the Shogunate and the West Empire and all Privateers are expected to follow it without question or hesitation.

Similar to the Blades of the Shogunate they are funded by the West Empire these funds and subsequent research has allowed them to produce a substance known as Kairoseki in order to aid in the fight against Piracy. It is refined in different grades while being made available for purchase in the West Continent for Privateers. The Grades of Kairoseki determine it's effect as it is specifically made to be harmful to Devil Fruit users.

Spoiler:

Privateer Crews
The Privateers are essentially one group with numerous sub-divisions and as such already have a vast system in place. In addition Privateer crew with numerous ships make the Privateer Armada which represent the joint largest naval military power in the world. Despite that it is gridlocked by the innumerable pirates, the Buccaneers as well as the Bounty Hunters. There is nothing else the Privateers fear more than the ascension of the Pirate King/Queen as a naval super power as the greatest threat to the Law would be the Chaos brought about by organized Piracy.

A Standard Privateer Crew is comprised of 14 Privateers directly opposing their pirate counterparts.

The Ranks of Privateers are listed as:

The Grouping of Privateer Ships:

The Bounty Hunters
The Bounty Hunters are perhaps the least organized in terms of actual structure instead having no set organization or loyalty to one another, despite this Bounty Hunters do have crews as they follow the Pirate Crew System though no Bounty Hunter has a Fleet. Despite this all Bounty Hunters are employed by the Epsilon Republic and are supplied ships by them, and if ordered to, will join up as an entire group to attack others while being assisted by the Yakuza. Bounty Hunters aren't however limited to just collecting the bounties of pirates but likewise work to collect any bounty listed hunting down Shinobi, Knights and Fauna in addition to Pirates and Buccaneers, a Bounty Hunter can even take in a Bounty on a Privateer assuming they want to take the risk, the only ones a Bounty Hunter doesn't hunt are Civilians, Yakuza, and of course fellow Bounty Hunters. The Bounty Hunters who provide the greatest services are called Warlords and are the only Bounty Hunters who have Yakuza Loyalty Tattoos; all Five Warlords share joint control of the Northern half of the Abyssal Sea. Each Warlord is in a different branch of the Yakuza with the strongest warlord, known as the Deva, being inducted into the Buryokudan.

Each of the Bounty Hunters have a secondary mission which includes gaining information on the locations, identifiers and potential abilities of the Devil Fruits. As a result when meeting Devil Fruit users Bounty Hunters typically attempt to gain more info on the prospective abilities of them. When Bounty Hunters kill DF Hunters they bring the bodies back as intact as possible to the Epsilon Republic so that it can be analyzed and the Devil Fruit's capabilities recorded.

The Warlords are however tasked with hunting down and killing the members of the Buccaneers and preventing their spread into Epsilon controlled waters. They are however required to capture Hakayune alive so that he can be brought to the Kumicho for judgement.

Bounty Hunter Fame System:

Bounty Hunter Ships
Unlike Pirates, Privateers or even Buccaneers, Bounty Hunters exclusively use Epsilon technology in their ships, the result is Air-Ships. Rather than sail the waves they sail in the sky with the most technologically advanced being capable of sailing in zero-gravity conditions and the unpredictable conditions within The Rift. As a result Bounty Hunters are easily capable of reaching locations which are considered to be inaccessible and double as an additional military arm for the Yakuza. In addition Bounty Hunter Ships are smaller than Pirate Ships in terms of size being capable of being operated by much smaller crews as a result the largest Bounty Hunter Crew being just 21 individuals.

Bounty Hunter Ships:

The Buccaneers
The Buccaneers are a set of Seven Pirate Captains who by all means are pirates however have not only integrated Epsilon Technology & Privateer technology into their ships but likewise are capable of utilizing Chi via the Ragnarok Jolly Roger tattoo's on their body. Despite being all Pirate Captains in terms of rank the seven of them all are on the same ship and comprise the same crew each of the seven likewise having 14 additional crew members bringing the total number of Buccaneers on a ship to 105. The leader of the Midnight Buccaneers is Hakayune and is known as the Captain Commander and all of the members of the ship are members of his crew.

The Buccaneers follow the ranking system of Pirates however their fleet isn't an actual fleet of ships since they only have 1 ship barring any ship which is stolen in battle or is stored on the flagship, however despite this due to possessing seven captains rather than one the power of the Buccaneers is capable of rivaling any Pirate Crew, Bounty Hunters and even the Privateers assuming they aren't using their entire fleet of ships.

Devil Fruits

Devil Fruits are the result of the Mini Plot Codename: S.M.I.L.E.Y as a result of a joint co-operation between Yakuza and Midnight Bucaneer forces to completely conquer the northern part of the Abyssal Sea either converting or eradicating any rival sailors of the water. Those who were killed were shipped back to theu Epsilon Republic due to Zelana wishing to test if the Deities accepted offerings in exchange for a mutual service. The result was a simultaneous sacrifice on three Temples off the collected bodies while praying to the respective Gods for the grant of a blessing.

Brought about through the sacrifice of:
34 Ronin to Kami
98 Ronin to Cthulhu

However Cthulhu took an invested interest in the sacrifices deciding weave in his madness thus turning what was supposed to be instant boons into fruit with the power of "the Devil lurking beneath the Sea". As a result the Devil Fruit were created a single bite of the fruit being the most delicious fruit one will ever taste while the power is imparted within the user's body while subsequent bites are awful as if one is eating poison. Booty
These are things that Pirates, Buccaneers, Privateers and Bounty Hunters can obtain on their journeys at sea.

1. Devil Fruits - The Devil Fruits are scattered all along the five oceans on islands, some randomly on Ghost Ships and occasionally just floating in an airtight barrel. They can be occasionally bought in stores on certain islands, and be won by fighting in tournaments, stolen from other pirates, as well as found inside treasure chests.

2. Pets - While at Sea, Pirates are always encountering trouble, perhaps the most frequent are sea monsters, rarely it is possible to tame one of them which serves as the crew's Pet. Typically most Pirates prefer an aquatic pet over a terrestrial one however they are partial to ones capable of flight as well. This bias is simply due to the practicality of a pet which is capable of swimming alongside the ship and fishing out crew members who might fall overboard during storms/battles.

3. Supplies - Ships, Weapons, Food, Fuel and other supplies can be purchased in different locations dependent on your faction. Pirates, Privateers and Bounty Hunters can all purchase from the Land of Greed. Only Privateers & can purchase from any of the ports on the Imperial Continent. Pirates & Buccaneers can purchase weapons from the various islands they travel to or own. Bounty hunters can purchase supplies from any assuming they are at least neutral, this includes Pandora, Shinobi & Pirate Controlled ports, they can't however ever purchase anything from Buccaneer controlled ports.
Spoiler:

4. Devil Fruit Handbooks, Zelana with help from Yvette and Hakayune spent hours categorizing the basic traits of Devil Fruits, unfortunately before they could specifically narrow down individual devil fruits Cthuhlu happened. Regardless those who are interested in searching for the Devil Fruits or considering eating one may purchase handbooks in the Land of Greed which come in a series each detailing the types of fruits which each type typically occupy.  Zelana is the one who proposed the naming system, deciding that the fruits should have cute names to offset the fact that they are the result of hundreds of sacrifices.
